that part is definitely outlandish...if "public" land was considered to be owned by NO 
ONE except maybe nature itself or the earth, then no such thing would ever 
occur...neither would removing items that are EVERYONE'S heritage either...

nature, physics, indeed REALITY does not recognize property boundaries...what you do 
to "your" land has effects that pertain to everyone...

this has also, several times, been contradicted in court...

if ALL americans pay to keep a piece of land pristine, ONE county ought not to have 
final say over it...
