RICK, HILL AND THE SEC

No one should be surprised that Senate candidate Rick Lazio has
received a clean bill of health from the Securities and Exchange
Commission for his 1997 options trades.

Even his opponent, Hillary Rodham Clinton, had to expect that
result.

After all, the point of the SEC probe seemed to be more about
creating in voters' minds a moral parallel with Hillary's truly
extraordinary investment record than about actually finding Lazio
guilty of anything.

Questions arose, Hillary's henchmen say, because Lazio's profit
represented a 600 percent return on options in a firm whose
principals were Lazio donors.

But attempts to equate this deal with Hillary's own
cattle-futures hanky-panky - in which she milked a 10,000 percent
return out of a G-note in just 10 months - might work.

Sure, a lot more New Yorkers than ever before are in the market,
and presumably understand this sort of stuff. On the other hand,
it's a long campaign - and investment is a nuanced subject.

But the bottom line is this: There is no evidence whatsoever of
wrongdoing by Lazio. He said he bought the options because he
considered the firm undervalued, and in this respect he is like
tens of thousands of other investors: He took an informed risk,
and won.

Don't forget, however, that on the very day that the SEC's probe
became public, Independent Counsel Robert Ray released a report
citing "substantial evidence" of misconduct by Mrs. Clinton in
the Travelgate fiasco.

Coincidence? Right!

Recall that SEC head Arthur Levitt Jr., got his job from
Hillary's husband. And that the Clintons have a habit of using
the agencies and commissions they control to damage opponents.

Of course, Carpetbagger Clinton's bigger baggage is a legacy of
scandal - Whitewater, Travelgate, Cattlegate, Filegate, Al Gore's
Templegate and Coffee-klatch-gate and, yes, Monicagate.

So it's no more a surprise that the Clintons tried to turn the
tables on Lazio than that the SEC came up dry.

Come to think of it, the only surprise is that Hillary's agents
didn't squeeze the SEC to carry this non-issue further.

All's well that end's well, we guess - except, maybe, for the
lingering stench.
