Some women are offended if a man exposes his penis to them and makes
suggestions as to what they should do with it. I tend to be that way
myself. Actual touching is not always required to offend everybody. If it
were, flashers would have no fun. I do not personally see why he would have
been interested in this particular female in the first place--must have been
a slow day--but this has to be one of the stupidest things the man ever did.
And that goes on to reflect on his judgment or lack thereof.

Yes well and I'll bet that the local State Police have never come up to you
and said "Hey Sweetie, the Gov's in a bad way and wonders if you would like
to come up and relieve his tensions." And that's because in the average
city, the police know exactly who does what and with whom and probably for
how much if he or she is a professional. They would never approach someone
who was not approachable. Since Paula was known as a girl who "got around,"
and who had even circulated some rather pornographic pictures of herself,
they went to her to make the offer. A man expecting a really easy woman to
come by his hotel room is not going to buy flowers and start courting. I
don't know if he exposed himself to her, but under the circumstances it might
have happened. Probably not quite in the manner she later described. When
she spoke to her sister afterwards, she did not appear shocked or outraged at
all. What the police hadn't taken into consideration was that Paula didn't
do oral sex. Apparently the Gov took that in stride and told her he didn't
want her to do anything she didn't want to do. Nobody ever said, did they go
back out for another woman or did they just the frustrated Gov back to his
residence. Interesting thought, isn't it. There must be a woman out there
with a whole new story for the next round of investigations. They seem to go
on and on. Prudy
