A bloodthirsty end to Middle East peace

ISRAEL teetered on the brink of all-out war with the Palestinians yesterday
after a furious mob lynched three Israeli soldiers, triggering devastating
Israeli retaliatory rocket attacks across the West Bank and Gaza.
After the worst day of violence in the two-week rioting that has paralysed
the peace process, Ehud Barak, the Israeli Prime Minister, announced last
night that he was forming a coalition Government with Likud, led by Ariel
Sharon, the hardline rightwinger whose controversial visit to the Temple
Mount in Jerusalem sparked the present violence.

World leaders were making frantic last-ditch efforts yesterday to halt the
widening violence and prevent further bloodshed.

In a blow that stunned the United States, a suspected suicide bomber in
Yemen, riding in a dinghy packed with explosives, detonated a massive blast
against an American destroyer in the port of Aden, killing five American
sailors and leaving 12 missing.

The price of oil leapt by nearly 10 per cent to more than $35 a barrel,
adding to fears that the Middle East violence would strangle vital supplies
and deepen the risk of recession.

President Clinton, saying “there is no possible justification for mob
violence”, called on both sides to undertake a ceasefire immediately.

Breaking off his attempts by telephone to mediate, he made a brief statement
outside the White House, saying: “The Israel-Palestinian conflict is one of
the most tragic and most difficult problems of our time but it can be
solved.” He added: “The progress of the past few years ... was not made
through violence. Now is the time to stop the bloodshed.”

an hour later Israeli helicopters fired machineguns on Hebron and Nablus. No
injuries were immediately reported.

Across the region, frightened civilians prepared for more violence, staying
indoors to watch television footage of the Israeli bombings.

In frantic diplomatic efforts during the day Mr Clinton telephoned Mr Barak
and Yassir Arafat, while Kofi Annan, United Nations Secretary-General, cut
short a visit to Lebanon and flew to Israel.

In London a sombre and weary Shimon Peres, the former Israeli Prime Minister
who shared a Nobel Prize with Mr Arafat for pursuing peace under the Oslo
accords, had talks with Tony Blair, who was said to be “deeply concerned”.
Mr Peres emerged looking drawn and shocked, and urged the Palestinians “not
to commit suicide” by resorting to violence.

Robin Cook, the Foreign Secretary, in Jordan on an emergency tour of the
Middle East, appealed for calm. Javier Solana, the European Union foreign
policy co-ordinator, also flew to Israel for talks with Israeli and
Palestinian leaders. King Abdullah of Jordan flew to Sharm el-Sheikh for
talks with President Mubarak of Egypt.

The violence erupted in Ramallah in the morning when two Israeli reservists,
captured by Hezbollah, were seized from a Palestinian police station, where
they had taken refuge. Police had ordered the angry 1,000-strong crowd away
but some stormed in, accusing the soldiers of being spies. The soldiers’
bodies were later taken into the street and mutilated before being retrieved
by the Israeli Army.

Israel said that three or possibly four reservists had been on patrol in an
Israeli marked car when they took a wrong turning. They were said to be on
their way to a call-up base and two were wearing civilian clothes.

Israel retaliated swiftly, sending in helicopter gunships that fired rockets
at police stations, power stations and other selected targets for about an
hour. The army called the raid a “symbolic warning”.

The attacks on Palestinian broadcasting stations in Ramallah knocked out
transmissions for an hour and wounded 17 across the Palestinian territories.
One Israeli rocket struck a guardhouse only 50 metres from Mr Arafat’s
headquarters in Gaza while he was inside. Mr Arafat, who was not hurt, said
the raid would not deter him. “The Palestinians are strong as was said in the
Koran. We are not affected by this and we will continue our march to
Jerusalem, capital of the independent Palestinian state,” he said.

Mr Annan cut short his talks in Lebanon on the fate of the three Israeli
soldiers kidnapped by Hezbollah earlier this week and flew to Israel. He
called the news of the West Bank violence “chilling”. The UN Security
Council was last night preparing for an emergency meeting.

In Iraq a division of Republican Guards with tanks was reported last night to
be moving west from Baghdad. The Pentagon said it appeared to be a show of
support but was not combat-ready. The Arab League denounced the “escalation”
of tension and Oman said it was shutting its low-level trade mission in Tel
Aviv.

American officials said the explosion that ripped through the destroyer in
Yemen was a terrorist blast, caused by two suicide bombers aboard a small
boat that sailed up to the ship. The 9,100-tonne destroyer USS Cole had put
in to refuel on her way to the Gulf. Badly damaged, she limped into port for
repairs.
