Top Chinese general to tour U.S. bases

http://www.nandotimes.com) - A top Chinese general left Saturday
to visit bases in the United States as part of efforts to further
bilateral military contacts, state media reported.

Yu Yongbo, director of the Chinese army's General Political
Department, will meet with senior U.S. army officers and civilian
leaders, including Undersecretary of Defense Bernard Rostker, the
official Xinhua News Agency said.

The officials will discuss "issues of common concern" including
overall relations between Beijing and Washington. Yu, a member of
the Communist Party's Central Military Commission headed by
president and party leader Jiang Zemin, will also visit bases and
military academies, the report said without providing details.

"The activities are believed to be of help to enhancing mutual
understanding and improving bilateral relations, especially
military ties between the two countries," Xinhua said. Yu's visit
"marks another move in the high-level military exchanges between
the two countries," it said.

U.S. officials have worked painstakingly to nurture
military-to-military relations, arguing such contact helps
China's secretive military open up and reduces the odds of
miscalculations on either side. Critics say the relationship is
lopsided, with the Washington giving away valuable information
with little to show in return.

Recent Chinese military displays and policy papers have indicated
Beijing considers the United States its chief potential enemy.

China's armed forces are seen as preparing for expected U.S.
intervention should Beijing's generals launch an attack on
Taiwan, the wealthy democratic island China claims and threatens
to take by force if peaceful means fail.

Beijing cut off military contacts entirely after the accidental
U.S. bombing of China's embassy in Yugoslavia in May 1999. Those
ties were restored this summer and have since been strengthened
through reciprocal ship visits and trips to China by Defense
Secretary William Cohen and other U.S. defense officials.
