A new analysis of the Florida vote indicates that Vice President Al Gore
was the voters' choice, though errors and irregularities might give the
state's 25 electoral votes and the presidency to Gov. George W. Bush.

In part, the analysis is based on sampling of double-voted ballots in Palm
Beach County, where an estimated 10,000 confused voters apparently punched
a hole for Gore after mistakenly punching a hole for Reform Party
candidate Patrick Buchanan.

A couple of thousand more voters apparently voted only for Buchanan,
thinking they had voted for Gore. These votes alone would have given Gore
a clear plurality in Florida on top of his victory in the national popular
vote.
