George W. Bush. In part, the analysis is based on sampling of double-voted ballots in Palm Beach County, where an estimated 10,000 confused voters apparently punched a hole for Gore after mistakenly punching a hole for Reform Party candidate Patrick Buchanan. A couple of thousand more voters apparently voted only for Buchanan, thinking they had voted for Gore. These votes alone would have given Gore a clear plurality in Florida on top of his victory in the national popular vote.
