IT MAY BE GORE VS.  CLINTON (HILLARY) IN '04

Whether she likes it or not, Sen.-elect Hillary Clinton starts
out as one of the two front-runners for the 2004 Democratic
presidential nomination to try to knock George W.  Bush out of
the White House.

The other, of course is Al Gore, and his lovely, gracious
concession speech last night will fuel talk that he could run
again in 2004.  But the truth is, most strategists believe he
blew an easy race this time and showed his weakness as a
candidate.

"Despite all Hillary's protestations to the contrary, a lot of
Democrats are going to look to her as the Clinton legacy now and
the Democratic base could demand that she runs as the first
woman," said a Democratic strategist.

After all, Bill Clinton told Arkansans he wouldn't run in 1992
and then did.  And Hillary Clinton initially laughed off the idea
that she'd ever run for senator from New York.

For a lot of Democrats, the prospect of running against Bush -
who'll be taking office as only the fourth president to lose the
popular vote - looks like a good bet, so there's a long list
waiting in the wings.

Any poll today would put Gore atop the 2004 list but many
Democratic insiders predict the veep - who also ran and lost in
1988 - will fade fast.

"Two weeks ago I would have said Gore was the presumptive nominee
in 2004 and the presumptive president, but not now.  He pushed it
longer than most people wanted," said another Democratic
strategist - although Gore's speech last night is sure to burnish
his image a lot.

"Two weeks ago Democratic elites were ready to say, ‘Gore was
robbed,'" the strategist said.  "Now they're back to the
election-night story at 2 a.m.  - how could he blow a race like
this in a time of peace and prosperity?"

But since many Democrats think Bush will have trouble pulling off
a successful presidency, there are plenty of prospects waiting in
the wings:

* Gore running mate and Connecticut Sen.  Joe Lieberman will
surely be mentioned, but no losing veep candidate - except for
Franklin D.  Roosevelt - has ever gotten the presidential nod.
And as a centrist who flip-flopped on key issues to run with
Gore, he could have trouble with the liberal base.

* Another New York newcomer - Sen.  Bob Kerrey of Nebraska, who's
retiring to head the New School here and ran for president in
1992 - already has a political action committee that just gave
big bucks to losing candidates in New Hampshire and Iowa, the
first presidential test states.

* Other senators include Sen.  John Kerry (Mass.), John Edwards
(N.C.), Evan Bayh (Ind.), Joe Biden (Del.), and possibly Paul
Wellstone (Minn.) from the left.

* California Gov.  Gray Davis could raise big bucks with no
trouble and has the most important state in his pocket.
