Well that's right.  Our military suffers from some of the worst management
practices known to man.  The appropriations system of funding from Congress
adds to the problem.  Clinton didn't help the problem, because I doubt that
he was aware of it.  He never was in the military, and most people who have
not been "in" think that the generals are fit to run things.  There have been
some who were, but I doubt if there's one around now.  We now have Dubya, and
his experience with the military is that it is a bunch of guys who take
orders from his daddy's friends.  For him a year awol was no problem.  Cheney
somehow weaseled out of serving.  Just who is going to remember that a strong
military is not made by sending a ton of overpriced contracts to good family
friends in industry?  Throwing money at our military will not solve its
