:: BARAK'S DIRTY LITTLE TRICKS: According to a DEBKAfile Special Analysis,
this time, it was the Israeli prime minister Ehud Barak who pulled a fast
one. No sooner was Shimon Peres out of the running for the February 6
prime minister's election when Israeli concessions -- whose
magnanimousness so floored Palestinian negotiators and US intermediaries
in Washington this week - were abruptly withdrawn. They had done their
work: Israel's political doves shied from endorsing Peres's bid for prime
minister or running themselves lest they undermine the chances of a deal.
Exit Peres. At the Bolling Air Force Base in southeastern Washington,
meanwhile, the disappointed Palestinian negotiators, upon learning of
Barak's reversal on Friday, practically came to blows with their Israeli
counterparts. Saturday, the five-day Middle East peace conference broke
down and the delegations set off for home. A cursory face-saver was
offered Clinton, in the form of a promise to report back by Wednesday, but
in practice he was left clutching at empty air, amid Palestinian threats
to step up the "Aksa Intifada". With only Ariel Sharon to beat at the
election -- Binyamin Netanyahu was disposed of earlier in the week - an
over-generous peace accord with the Palestinians would have been an
encumbrance.  Barak, therefore, had no compunctions about taking a leaf
out of his adversary's book. Last October in Paris, when the moment came
to sign a ceasefire agreement with the Israeli prime minister, Arafat went
to sleep. He stood up, not only Barak, but also French President Jacques
Chirac, US Secretary of State and CIA Director George Tenet. The paper was
never signed. In the Sinai resort of Sharm El-Sheikh in November, he
repeated the exercise. He slept until President Clinton and Egyptian
President Hosni Mubarak - and Barak again --  agreed to be satisfied with
a verbal ceasefire declaration by the US president. This time, Barak
determined he would lay the trap for the Palestinian leader.

Clinton might host separate talks with Barak and Arafat within a week if
they accept his peace ideas, an Israeli negotiator said on Saturday.
Gilead Sher told REUTERS by telephone from Washington after meeting
Clinton that Israeli and Palestinian negotiators were returning home to
brief Barak and Arafat on the president's proposals.

What were the "promises" that Barak had made to the PLO? The concessions
were to include permission for an undisclosed amount of Arab refugees to
enter Israel; the transfer of 95% of Judea and Samaria; the transfer of
Negev lands equivalent to the other 5%; and control of the Temple Mount
and much of Jerusalem. This does not mean, necessarily, that these items
will not be conceded. Every one of these items have been considered by the
Barak government at one time or another. For Clinton and Barak, there is a
time factor here: for Clinton, it is January 21 - the swearing-in of
George W. Bush as US president; for Barak, it is February 6 - the date of
new elections for Prime Minister. Dr. Ya'akov Katz, a polling expert from
Bar Ilan University, told ARUTZ-7 this week that current findings show
Ariel Sharon leading Barak by 3-4%: "Sharon, however, seems not to be able
to pass the 40% mark, which is a problem for him; if Barak does something
dramatic in the next few weeks ... Sharon's lead could easily be turned
around." Katz said that the signing by Barak of a peace agreement, even if
it includes far-reaching concessions in Jerusalem, could get him
re-elected: "It's not because the public is crazy about Barak.  But we
have bitter experience with the Israeli public, in that whenever a major
or dramatic step is taken, the public gives credit to the one who carries
it out - without paying attention to how dangerous it may turn out to be a
few months from now."


:: US EMBASSY MOVE POSTPONED ... AGAIN: Clinton has again decided that for
reasons of 'national security', the American Embassy in Israel will not be
moved to Jerusalem under his watch. American law stipulates that the
administration must move its embassy to Jerusalem by May 1999. The
president, however, may waive moving the embassy if he certifies it is in
American national interests. Clinton has signed such waivers since the law
passed in 1995.


:: HANUKKAH MARCH TO THE TEMPLE MOUNT: During the holiday of Hanukkah, on
the first day of Tevet (27th December), at  9:00AM, The Temple Mount and
Land of Israel Faithful Movement will hold an important event and
demonstration. The event will start at the Tombs of the Maccabees at
Modi'in (40 Km [25 miles] from Jerusalem) and will continue to the
Biblical city of Jerusalem and to the Temple Mount, Gilo (a Jewish suburb
of Jerusalem close to Bethlehem) and then to Rachel's Tomb. Temple Mount
Faithful leader Gershon Salomon stated, "The Temple Mount and Land of
Israel Faithful Movement calls on everyone in Israel and all over the
world to be with us on this godly event with their prayers, hearts and
thoughts."

EDITOR'S NOTE: I would ask that all those who have a heart to, on Tuesday
night - December 26, to pray for the Temple Mount Faithful in this
important march. Also pray for Israel that eyes would be opened and the
spirit of the Maccabees would arise in the Land. If you are so moved, the
Faithful will be gathering around 9:00 AM (Israel) - 2:00 AM Eastern Time
(US). You can pray as they start their march.

Meanwhile, the sit-in strike on the Western Wall steps entered its
thirteenth day Friday. Yehuda Etzion and colleagues, sitting at the
staircase leading from the Old City's Jewish Quarter to the Western Wall,
are protesting the ban on Jewish entry to the Temple Mount. Israel's
police have not allowed Jews to enter Judaism's holiest site since the
beginning of the violence shortly before Rosh HaShanah, almost three
months ago.


:: IDF ANGRY AT BARAK'S PLOYS: The IDF (Israel Defense Force) is angry at
Barak for putting his political agenda ahead of national security. As
elections approach, it seems that the officers will be left alone in the
arena. It seems that as much as the officers are angry at having "tied
hands," they are more troubled about the loss of interest - in the
government as well as among the public. A senior officer serving in the
territories claims that the "instructions we're receiving now border on
negligence, in the best case." According to him, "two weeks ago we said we
wouldn't tolerate shooting at settlements. Now it's a daily occurrence. We
take risks that have no purpose, while Arafat is not positioning his
system to prevent attacks." No one in the IDF will specifically say so,
especially when the chief of staff cautions his generals against making
any political statement in light of the elections, but some of Barak's
moves are interpreted by many officers as a political survival tactic
whose chances of success are slim and whose results may be catastrophic.
In this context, the assessment of Military Intelligence is a sharp one
(contrary to the opinion of some ministers involved in the contacts):
Arafat has no incentive nor intention of achieving a political compromise
now.


:: SUICIDE BOMBING KILLS TWO; MORE MURDERS: A Palestinian terrorist Friday
walked into a roadside cafe near Mehola carrying an explosive device and
promptly detonated the bomb he was wearing. The rest stop is located
several kilometers south of Bet She'an. Two Israelis were killed and three
other wounded.

Eliyahu Cohen of Modi'in was murdered Thursday night by Palestinian
terrorists as he was driving along the highway to Givat Ze'ev. The murder
occurred along a major artery connecting Jerusalem and Modi'in with the
Tel Aviv area; the terrorists escaped to the PA/PLO village Bitouniya,
outside Ram'Allah.

Jewish worshipers were distanced from the Western Wall for almost a
half-hour Friday when Moslems began throwing large rocks at a nearby
police contingent and at the Western Wall plaza.  The Arabs attempted to
break through from the Temple Mount - where they held this year's last
Friday prayers of the month of Ramadan - towards the Western Wall area.
The police, who had granted control of the Mount to the Waqf during the
Friday prayers, were close to taking over the Temple Mount, but at the
last minute the Waqf was able to restore calm.
