three fifths of all other Persons."

You confuse a formula for determining Representation with
people.
Nowhere in the citation YOU provided does it claim that,
"Slaves were considered three-fifths of a human being."

so what does it refer to? it is a formula for measuring people and those
people are measured at 3/5s of the value of a free person. and the
group of people being measured at 3/5s are who?

For mathematical purposes ...
The Country has 1300 persons who do not fit the criterion
listed within the formula. There are 52 Representatives so
allotted.
State One has 200 persons
State Two has 160 persons plus 67 persons that fit the description.
State One receives 8 Representatives OR 1 per 25 persons
State Two receives 8 Representatives OR 1 per 28 persons
Where are people 'measured'?
Where are 'slaves considered three-fifths of a human being'?
