There isn't and wasn't any voter fraud in the military.  What is there is a
problem with  voting officers.  It's an additional duty, and if the guy is
too lazy or too busy, then the voters get short shrift.  Absentee voting is
not difficult, but the voter must take some resposibility.  Military post
offices are amazingly efficient, and it only takes carrying the vote to the
mail room and getting it postmarked.  Once that is done, the vote will get to
its destination and be counted.  Now, of course, if the Republicans get to
worrying that the rank and file are now voting rather than just the officers
and was once the case, they might want to ignore the ballots.  Ninety-nine
per cent of the military officers are Republican (they can't make real rank
otherwise), but a large, very large percentage of the enlisted are black and
vote as well.  Since most of the black vote was for the Democrats, one could
understand Republicans beginning to be worried about the military votes.  One
