Burton to Explore Suspected Pardongate Tie to Clinton Library Fund


As part of its Pardongate probe, the House Government Reform and
Oversight Committee will explore allegations that Denise Rich,
the ex-wife of pardoned billionaire-fugitive Marc Rich,
contributed $1 million or more to The William J. Clinton
Presidential Foundation, NewsMax.com has learned.

 "We are looking into anything that could provide any more of a
rational for this pardon," committee spokesman Mark Corallo told
NewsMax.com Wednesday.

"As far as any donations that Mrs. Rich made -- any political
contributions or contributions to the Clinton Library Foundation
-- we are taking all of that into account."

 Corallo said that the probe's primary purpose would be
informational, telling NewsMax.com, "We are not drawing any
conclusions. We are going to gather as much information as we can
and we will present it to the public."

 Over the last decade, Denise Rich gave over $1 million to the
campaigns of various Democrats, including the Clintons, spurring
suspicions of a Pardongate quid-pro-quo.

 Clinton Foundation director Skip Rutherford has refused to
disclose the names of donors or the amounts they gave to the
Library Fund, which has a fund-raising goal of $125 million.

But in October 1999, the Washington Post reported that Mrs. Rich
was among 15 wealthy backers who were solicited personally by Mr.
Clinton for Library Fund contributions.

 Additional donations from Mrs. Rich made directly to Mr.
Clinton's foundation would further establish his indebtedness to
her at the time he pardoned her ex-husband. In 1998, Rich also
contributed $10,000, the maximum amount, to the Clintons' legal
expense trust.

In December, Mrs. Rich personally lobbied the White House for the
controversial pardon.

 Last Friday, ex-President Clinton announced that his Library
Fund Foundation would cover $300,000 of an expected $800,000
monthly rental expense for his post-presidential office space.

 If Rich is a Clinton Library Fund donor, it means she is
indirectly subsidizing Mr. Clinton's lavish New York lifestyle.

 The website FEC Info (tray.com), which has been praised by the
New York

Times as a reliable source for campaign finance information,
lists Denise Rich as one of 20 Clinton Foundation high-rollers,
some of whom have pledged as much as $10 million to the cause.

 Other mega-buck contributors include Hollywood moguls David
Geffen, Steven Spielberg and Jeffrey Katzenberg.

 FEC Info lists no specific amount next to Rich's name but the
minimum foundation pledge is $1 million.

 Unlike political contributions, donations to The William J.
Clinton Foundation are tax deductable and therefore do not have
to be reported. But the Burton Committee may use the foundation's
tax exempt status as a basis to compel further disclosure about
any Rich connection.
