-Caveat Lector- Electronic Telegraph Tuesday 13 February 2001 Drug king's release attacked By Ben Fenton in Washington ALTHOUGH headlines have been dominated by the presidential pardon granted to Marc Rich, many in America consider Bill Clinton's early release of a drug kingpin from California a clear abuse of the system. Carlos Vignali was freed from prison on Inauguration Day because a presidential commutation of sentence released him from the remaining nine years of a 15-year term imposed for masterminding a cocaine smuggling racket. Outrage is growing over the case, principally because Vignali's father, Horacio, became a major contributor to Democratic causes after his son's arrest. Mr Vignali, a multi-millionaire who owned a $9 million (£6 million) house that once belonged to Sylvester Stallone, gave at least £31,000 to the election campaign of Gray Davis, the Democrat who became governor of California in 1998. The prosecutors in the Vignali case were particularly angry about the pardon because only 18 months ago, after heavy political lobbying, they were asked if they would support a reduction in sentence, but strongly opposed the idea. Todd Jones, then US attorney for Minnesota, where Vignali was prosecuted, said: "I can't tell you how strongly we registered our objection." The prosecutors said they were never approached by the White House when a commutation was being considered by Mr Clinton but, if they had been, would have argued vigorously against it.
