But civil liberties groups are opposing the legislation, saying it could be used to silence dissidents who have no links to terrorism. The legislation coincides with revelations that a recent Special Branch raid on a house in West London uncovered a plot by extremists linked to the Saudi terrorist Osama bin Laden to release deadly sarin nerve gas in the London Underground. As tensions heighten in the Middle East after British and United States aircraft bombed purported military installations around Baghdad late last week, British police and intelligence agencies are on the alert for possible pay-back terrorist actions. The legislation also comes after several countries, including Egypt and Sri Lanka, lobbied the Government to stamp out London-based support groups for insurgent organisations in their countries. Most of the groups outlawed in Britain are likely to be those with suspected links to Islamic extremists. The joint Special Branch and MI5 raid in West London last week allegedly uncovered instructions on the manufacture and deployment of sarin. Odourless and extremely difficult to detect, sarin kills in seconds, and was used by the Japanese cult Aum Shinrikyo in an attack on Tokyo's underground in 1995. Twelve people died and 5,000 were injured. At least six men appeared in court at the weekend charged with offences under the Prevention of Terrorism Act. The Sunday Telegraph reported that the plot had been linked to the discovery of arms in Germany last year when four men with links to bin Laden were arrested.
