FROM THE EDITOR,

Well what do you know?  Michael Brescia never existed as far as the Bureau
of Prisons is concerned.  Now faithful readers of the old John Doe Times
remember Mr. Brescia as the tattooed right-hand guy to federal provocateur
Andreas Carl Strassmeir at Elohim City who was also a member of the Aryan
Republican Army bank robbery gang, and, in this humble investigator's
opinion: John Doe #2.  Faithful readers will also recall how Mr. Brescia was
given a free pass by the FBI and allowed to walk the streets of Philadelphia
armed with a handgun long after his other bank robbery accomplices were dead
or jailed.  Walked them, that is, until the John Doe Times and militia
volunteers (observed by British journalist Ambrose Evans Pritchard) papered
the town with "Unwanted by the FBI" posters.  Very shortly thereafter, Janet
Reno pulled the John Doe #2 warrant and then issued the pick-up order for
Michael Brescia.  Brescia was allowed to do a deal for five years on the
charge of carrying a bomb into a bank--which should have been a mandatory 20
years.  His trial and sentencing was covered by the Philly papers, so I know
I didn't dream his incarceration.  And now we have J.D. Cash's Freedom of
Information Act request (copied in full below) denied by the Bureau of
Prisons on the grounds that Michael Brescia never existed in their system!

So where is he?  Did Janet Reno take him home to Florida to work as a house
boy?  Did he even go to prison?  Or did he walk straight from Federal Court
into a witness protection program?  And who's being protected if he did?  Or
is this just another example of stonewalling by a system desperate to keep
the truth from coming out?  We'll never know until we find out the answer to
the question:  WHERE IS MICHAEL (JOHN DOE #2) BRESCIA?

So call your congressman.  Specifically, call Congressman Dan Burton's
office.  As you will read below, Congressman Burton is investigating federal
informant abuses.  Ask the Congressman to follow up on the issues raised in
J.D. Cash's letter to him.  And especially ask him to find out from an
administration that claims to be less corrupt than the last:  WHERE IS
MICHAEL BRESCIA & WHY ARE THE FEDS HIDING HIS EXISTENCE?

 Pursuant to Title 28, Code of Federal Regulations (CFR) Section 16.9, this

Below, gentle reader, you will find the latest installments of a much larger
story covered in the book "Black Mass" about the symbiotic relationship
between the FBI and the Boston mob.  The Wheeler hit, in particular, shows
how corrupted the FBI was and is in allowing its favored (read
"career-building") informants to commit any crime, including murder, as long
as the information keeps flowing onto the pages of their 302s.  The fact
that Larry Potts and Weldon Kennedy, both key FBI players in the OKC debacle
& coverup, were senior supervising agents in Boston at this time makes their
subsequent conduct easier to understand.  The FBI is just a much a criminal
conspiracy as the people they're supposed to guard us from--whether they're
Boston mobsters or racist terrorists.

The fact that Rep. Dan Burton of Illinois is now looking into this
outrageous conduct should  give us hope, but only when the truth comes out
about OKC will all of its hideous details be understood.  Read the articles

millionaire Roger Wheeler 20 years ago is scheduled to appear in court here
Thursday to dispose of his murder charge.   In accordance with an agreement

No apology from agent in Salvati case

But he acknowledges a man's innocence

ASHINGTON - After spending 30 years in prison for a murder that he didn't
commit, Joseph Salvati received profuse apologies and promises of
compensation from members of Congress yesterday, but not a word of remorse
from the FBI agent who helped put him away.

''What do you want, tears?'' sneered retired agent H. Paul Rico, 76, as he
conceded during a congressional hearing that he now believes Salvati was
framed by a vengeful hit man turned government witness for a 1965 gangland
murder.

''I believe the FBI handled it properly,'' Rico said.

When asked by Representative Christopher Shays, Republican of Connecticut,
if he cared that Salvati's wife, Marie, had to raise their four children
alone because FBI reports authored by Rico that would have helped Salvati
prove his innocence were never turned over to the defense, Rico replied,
''It would probably be a nice movie or something, but I don't know.

''I do not know everything that Joe Salvati did in his life,'' said Rico.
''I don't know if Joe Salvati is innocent of everything.''

But after listening to the Salvatis and three defense lawyers testify
yesterday, Rico said he now believes Salvati is not guilty of the murder
that put him in prison for three decades. ''I was not convinced he was
innocent until today,'' said Rico.

The surprising testimony came as the House Committee on Government Reform
launched its first day of hearings into the FBI's handling of controversial
informants - including gangsters James ''Whitey'' Bulger and Stephen Flemmi
- in its quest to dismantle the Mafia. Rico testified against the advice of
his lawyer, who advised him to invoke his Fifth Amendment right against
self-incrimination.

Rico is a prime target of a federal grand jury in Massachusetts that has
been investigating wrongdoing by former FBI agents.

Salvati and his wife, who both gave an emotional account of their last three
decades that was halted by tears, were clearly disgusted by Rico's
testimony.

''He wouldn't apologize,'' Salvati said. ''He abused his power and he ruined
30 years of my life. It took 34 years for him to say that I was innocent. He
could have said that 34 years ago.''

The committee chaired by Indiana Republican Dan Burton heard overwhelming
evidence that hit man Joseph ''The Animal'' Barboza lied about who
participated in the 1965 slaying of small-time hoodlum Edward ''Teddy''
Deegan in Chelsea, after striking a deal with the FBI to testify against
local Mafiosi.

Called to testify were attorney Victor Garo, who spent 26 years trying to
get Salvati's conviction overturned, and prominent criminal defense lawyers
F. Lee Bailey, who once represented Barboza, and Joseph Balliro, who said
one of Deegan's killers, Vincent Flemmi, had confessed to him.

''The FBI has a nest of ruthless, cold-blooded, psychopathic killers,'' said
Bailey, noting that Bulger, Flemmi, and Flemmi's brother all allegedly
killed people while working as informants.

protect informants than it was for innocent people to be framed,'' said
Garo. ''The federal government determined that Joe Salvati's life was
expendable.''

NJDT: Wait till you get to the truth of the sting/coverup of OKBOMB.  Those
Fibbies, some of whom (Weldon Kennedy and Larry Potts) cut their
informant-teeth in Boston, are willing still to consider the 168 dead as
"expendable" on the altar of their careers.

Salvati was freed from prison in 1997 after Governor William Weld commuted
his sentence amid mounting doubts about his guilt. In January, a state judge
tossed out the convictions of Salvati and co-defendant Peter Limone after
newly uncovered FBI documents suggested that the two men, and two others who
died in prison, were wrongly convicted.

The reports revealed that two days before the slaying, informants told Rico
that Deegan was going to be killed. After the murder, Rico's informants
identified Barboza and four other men as the killers - and indicated that
Barboza was lying about the involvement of Salvati, Limone, and the two
other men.

Another FBI report revealed that Barboza's close friend, Vincent Flemmi, had
been involved in the slaying, but Barboza was lying to protect him.

Flemmi, now dead, was the brother of Stephen Flemmi, a longtime FBI
informant recruited by Rico in 1965.

Balliro, who represented one of Salvati's co-defendants, said the defense
never had a chance because FBI agents took the stand and gave credibility to
Barboza's account of the murder.

In a written statement to the committee, FBI Director Louis J. Freeh said,
''These allegations that law enforcement personnel, including the FBI,
`turned a blind eye' to exculpatory information and allowed an innocent man
to serve 30 years of a life sentence are alarming and warrant thorough
investigation.''

Freeh said the FBI's role in the investigation of Deegan's murder that led
to Salvati's conviction is being investigated by the same task force that
led to the 1999 federal racketeering indictment of Bulger's handler, retired
FBI agent John Connolly.

Dear Congressman:

Just last night, I learned of your committee's hearings into informant
practices by federal law enforcement. My hat is off to you, sir. During my
investigation into the OKC bombing, the issue came up, often. Our policies
are out of control. I would suggest three more areas of inquiry. Carol E.
Howe is a young woman that I dug up years ago. Ms. Howe had been working
under contract as an informant for the Tulsa office of the BATF before the
bombing. She provided superb intelligence on activities at a neo-Nazi
terrorist training facility in eastern Oklahoma, known as Elohim City.

After I wrote that Ms. Howe had warned of a plot to bomb the Murrah
building, she was indicted. Eventually Ms. Howe was found in
