Motive? That's a tough question. Either way, it was a test of some sort. Technology? Public reaction? I don't kow. Anyone have any ideas?

OK, but which would you go for: internal (intel) affairs, or a Nikita, Jim
Phelps-type operation ? Do you prefer a 'test the public reaction/outcome',
a 'test the putative implant', or some kind of 'test the technology'
scenario ? (Other explanations certainly co-exist 'out-there' too, of
course). Just wonderin'.
