There is actually no reason why this woman cannot do without a headscarf for
a photograph, but it might be wise of France and any other country with a
large Muslim population to require two photographs of Muslim women--one with
and one without the headscarf. The Koran does not require Muslim women to
wear a head covering at all times. The wording requires a woman to go
modestly and to cover her hair and draw her robe across her bosom when abroad
among strangers. Somehow this has degenerated into all of the weird and
strange over-garments we see today. The Prophet Muhammad himself would
probably be puzzled at the dress of Muslim women today and possibly by the
strange behavior of Muslim men towards Muslim women. It is recorded that he
had respect and consideration towards women. One of his wives became a hoja.
