Israel's security Cabinet, a body of 16 senior ministers, were to meet Wednesday to discuss Israel's response to violence that has not been stopped by a cease-fire worked out three weeks ago by CIA director George Tenet. (SNIP) Since the Tenet agreement was concluded June 13, 16 Palestinians have been killed. ``The Israelis are the ones who violate it,'' Palestinian leader Yasser Arafat said during a brief visit to Cairo, Egypt. ``We are passing through a very dangerous period.'' Foreign Minister Shimon Peres said the cease-fire is in ``a profound crisis and everything has to be done to save it.'' He also called for immediate dismantling of illegal settlement outposts in the West Bank. Refusing would be a ``first-class political mistake. It focuses attention on an issue on which the world is united against us,'' he said. A report by an international commission aimed at restarting peace talks calls on Israel to freeze all settlement construction after violence is halted. Israel has accepted the plan, but Sharon has not committed to the freeze or to dismantling the outposts. An Israeli shepherd killed late Monday in an isolated part of the West Bank was buried Tuesday. Israeli forces closed off the area where he was killed.
