It's been my assumption that covert operators have relationships with
local law enforcement, and that local police will rubber-stamp a cover up.
In some recently released MKULTRA documents, this has been verified as it
pertains to having local authorities assist in maintaining the cover for
human experimentation:

If Hatfield was considered a threat to "National Security" it's not a big
leap to assume local police would assist in covering this up.
