Anglican Primate and Archbishop of Perth, Peter Carnley, has suggested refugees and asylum seekers be e-tagged before being released into the community as an alternative to mandatory detention. Immigration Minister Philip Ruddock said he would consider such a proposal. "My concern, which has always been that people should be available for processing and available for removal, might be able to be addressed if you had a system in which you could clearly identify where people were if they were free in the community," he told ABC radio.
