Barr again urges probe of Condit's conduct

     Rep. Bob Barr is renewing his demand for a House investigation of Rep.
Gary A. Condit's conduct during the search for missing intern Chandra Levy as
more colleagues call for the beleaguered California Democrat's resignation.
     "Congressman Condit's conduct violates the general principles of public
service and reflects negatively on his office and the United States House of
Representatives as a whole," Mr. Barr, Georgia Republican, said in a letter
to the Standards of Official Conduct Committee.
     "His improper conduct in the obstruction of justice in the investigation
of Ms. Levy's disappearance discredits the institution as a whole, not just
the individual offender, thereby invoking the House's inherent and
constitutional right to protect its own integrity and reputation," Mr. Barr
said.
     According to the ethics manual for House members: "A member, officer, or
employee of the House of Representatives shall conduct himself at all times
in a manner which shall reflect creditably on the House of Representatives."
     The manual states that everyone in government service "should uphold the
Constitution, laws, and legal regulations of the United States and of all
governments therein and never be a party to their evasion."
     The committee denied Mr. Barr's first request Thursday for an
investigation citing "long-standing policy" to defer investigations under
review by law enforcement officials. Mr. Barr responded Friday with an
outline of reports indicating Mr. Condit obstructed justice and cited the
standards of conduct.
     News accounts say the U.S. Attorney's Office is investigating whether
Mr. Condit obstructed justice in the investigation.
     However, the ethics panel has conducted several investigations also
under examination by federal investigators, including former Rep. Bud
Shuster, Pennsylvania Republican, for conflict of interest.
     "These standards of conduct must be applied equally and uniformly to all
members of the House, regardless of party, position, seniority or state. The
rules were devised to encourage members to conduct themselves in accordance
with the highest ethical, moral and legal standards," Mr. Barr said.
     Rep. Fred Upton, Michigan Republican, and Rep. Scott McInnis, Colorado
Republican, have joined Mr. Barr and Senate Minority Leader Trent Lott in
calling for Mr. Condit's resignation.
     "If it was my daughter, I would have put my hands around his neck," Mr.
McInnis told the Durango (Colorado) Herald.
     "He has focused much more on preservation of his career than on
assistance to a family in deep, deep need," Mr. McInnis said.
     Mr. McInnis and Mr. Upton said Mr. Condit should resign for hindering
the investigation and bringing discredit to the House of Representatives.
     "The investigation and subsequent media circus that has engulfed both
the nation and Washington is not conducive to getting our work done," Mr.
Upton said.
     "Representative Condit's actions aren't just distracting — they are sad
and disturbing. It is for these reasons that I believe Mr. Condit should do
the right thing and resign his office," Mr. Upton said.
     Republicans yesterday questioned whether Mr. Condit should resign from
his sensitive post on the Select Committee on Intelligence because of the
potential that he could be blackmailed to divulge classified government
information.
     "The intelligence committee is a very real issue," said one Republican
aide, speaking on the condition of anonymity.
     There is mounting pressure on conservative Republicans to speak out
about Mr. Condit's role in the Levy case, but there is a "deafening silence
on the Democrat side," the aide said. So far, no House Democrats have called
for Mr. Condit's resignation.
     Most Republicans are hesitant to speak publicly about their colleague
for fear it will backfire on them like President Clinton's affair with White
House intern Monica Lewinsky, a scandal that Clinton defenders used to accuse
Republicans of partisan zealotry.
     "Once bitten, twice shy," the aide said.

Rep. Gary Condit "certainly owes us an explanation" about why he reportedly
removed a watch box from his apartment shortly before police searched it for
clues to the whereabouts of Chandra Levy, Washington, D.C., Executive
Assistant Chief of Police Terrance Gainer said Sunday.


The Washington Post reported in its Monday editions that the watch the box
came with was a gift from a California woman. A law-enforcement source told
Fox News that a 29-year-old San Francisco Bay Area woman, who worked for
Condit as a staff assistant in 1994, had given it to him during a romantic
relationship with the 53-year-old married congressman.

Condit reportedly threw the box away at a park in nearby Alexandria, Va.
Police say the California Democrat, one of more than 100 people they have
interviewed, is not a suspect in Levy's disappearance, which is classified as
a missing-persons case.

Gainer also said his department would like to interview Condit a fourth time
about Levy's disappearance, and that police were trying to arrange that with
Condit's attorney. Fox News has learned that the FBI would also like to talk
to Condit, to ask him for help in constructing a psychological profile of the
missing federal intern.

D.C. police recruits resumed searching area parks Monday morning for clues to
Levy's fate. Police spokesman Joe Gentile said one group of cadets will go
back to Rock Creek Park, which is near Levy's Dupont Circle apartment.
Another group will search wooded areas in Southeast.

The 24-year-old graduate student was last seen April 30, shortly after her
internship at the Federal Bureau of Prisons ended. She e-mailed her parents
the following morning that she was planning to return home to Modesto,
Calif., part of Condit's congressional district.

Before Levy disappeared, she admitted to a few friends and relatives that she
had been dating a congressman. Condit, after having denied rumors of a
relationship for two months, finally admitted having had an affair with Levy
in his third police interview on July 6.

Meanwhile, the attorney for Condit's younger brother Darrell, a ne'er-do-well
with a history of running afoul of the law, said Sunday his client doesn't
know anything about Levy's disappearance and hasn't spoken to his brother for
a year.

Darrell Wayne Condit, 49, was arrested Saturday in Fort Lauderdale, Fla., for
violating probation on a drunk-driving conviction in the Florida Keys. He was
also charged with resisting arrest without violence and possession of
marijuana. A California warrant for his arrest has been in force since 1998.

Darrell Condit's lawyer, Jon Sale, said his client doesn't understand the
sudden media attention on him, and also wants to know why the media "isn't
trying to find out what really happened to this woman."

Sale said Washington, D.C., police have not contacted him or his client about
arranging an interview.

Also on Saturday, police talked to hundreds of taxi drivers at a scheduled
event in the city's RFK Stadium, examining drivers' daily logs and passing
out flyers to see if any one of them may have picked up Levy.

There is no evidence the young woman rode in a cab the week she disappeared,
but police know she doesn't have a car, said Asst. Police Chief Gainer.

Gainer said investigators completed an electronic background check of
virtually everyone enrolled at Levy's health club, but turned up nothing
useful.

The U.S. attorney's office is probing Condit for obstructing the
investigation into Levy's disappearance. After first being interviewed by Fox
News, flight attendant Anne Marie Smith told the U.S. attorney's office that
Condit urged her not to talk to authorities and asked her to sign an
affidavit denying what she said was a year-long affair.

On Friday, Rep. Bob Barr, R-Ga., filed a seven-page formal complaint with the
House Committee on Standards of Official Conduct outlining specific
allegations of misconduct against Condit and reiterating his request for an
investigation.

The committee previously stated it would defer an investigation due to the
ongoing law enforcement investigation.

Two other Republicans have called for Condit's resignation. Michigan Rep.
Fred Upton said the Californian "has not cooperated with authorities
investigating this tragic case." Condit's attorney has said that the
congressman has cooperated fully.

Senate Minority Leader Trent Lott, R-Miss., said Condit should resign if it's
shown he lied about an affair.

Police Chief Charles Ramsey said the search for Levy is the most extensive
missing-persons investigation ever mounted by Washington police.

"We've had some high-profile missing-persons cases, but this one has gone on
so long," Ramsey said.

Ramsey rejected criticism that the Levy case is hurting his department's
murder investigations.

"Crime goes on, and we've got to be able to walk and chew gum at the same
time," Ramsey said.

In an interview published Friday, Ramsey said there was a "fairly
significant" chance Levy would never be found.

"We have not found anything that points us in one direction or another," he
told USA Today, noting that detectives haven't turned up any evidence that
she is alive or dead. "At this point in any missing-persons investigation ...
it's unusual not to even have that path. That's not a good sign."
