Missile guided by beacon

THE Pentagon admitted yesterday that the Son of Star Wars missile
interception test flight over the Pacific on July 14 succeeded partly
because the target, an unarmed Minuteman II ballistic missile warhead, had
an electronic beacon on it to help to guide the hit-to-kill weapon.

The interceptor missile had been launched from Kwajalein Atoll in the
Marshall Islands in the Pacific, and the Minuteman, also carrying a decoy
warhead, was fired from Vandenberg air force base in California.

Critics of the missile defence programme have said that earlier flight
tests had been unrealistic because they made it easier for the target to
be hit.

A Ballistic Missile Defence Organisation spokesman said: The only thing
that it (the beacon) does is help to get the booster (for the interceptor)
in the right direction. The weapon finds the target and hits it. Admiral
Craig Quigley, a Pentagon spokesman, said that real warheads in an attack
would not carry the beacons.

'Star Wars still unproven'

Britain's most senior military officer has questioned American plans
for a missile defence shield - saying he has seen no evidence that the
technology will work.

Admiral Sir Michael Boyce, chief of the British defence staff, has
also warned that participating in the missile defence shield, designed
to protect the US from "rogue states", would leave little in the
budget for other defence spending.

Interviewed in The Guardian he says it would be irresponsible not to
face up to the potential threat of ballistic missiles.

But he added: "So far we have no hard evidence from the Americans as
to what they think is in the art of the technology.

"No-one has actually come up firmly on the American side because they
are still exploring it. I have seen nothing yet to give me a technical
description of what has been proposed."

Sir Michael also made clear that he had misgivings about the American
suggestion that missile defence should be embraced by the European
allies.

Sir Michael said: "There is no point in completely impoverishing
ourselves in order to provide ourselves with a defence against one
particular system and not being able to do anything else.

"As far as I am concerned there is no way I'm in a position to suggest
we can pay for any missile defence technology from within the existing
defence budget and carry on doing what we are doing at the moment."

Sir Michael stressed that it would be for politicians to decide
whether Britain took part in the missile defence project.

Regardless of whether missile defence is deployed to protect European
allies, the Americans are likely to want to use British radar stations
as part of the system.

Huge fraud at the Pentagon

A United States Congressional investigation has uncovered spectacular
fraud by Pentagon employees using government-issued credit cards.

The amounts of money involved are quite staggering.

Last year alone, according to investigators, Pentagon employees went on a
$9bn dollar shopping spree, some of it blatantly fraudulent.

SHOPPING SPREE INCLUDED:

DVD players
Furniture
Jewellry, clothing
Pet supplies
Night club visits
Pizza

Military personnel apparently used government credit cards to buy pizzas,
personal computers and furniture.

One army soldier is said to have spent over $3,000 on six visits to some
decidedly downmarket nightclubs.

All in all, there are said to have been 500 cases of fraudulent purchases
by military personnel in the last two years.

EFFICIENCY DRIVE

The Pentagon, along with other parts of the federal government, started
issuing credit cards to employees in the 1990s.

It did so to eliminate bureaucratic red tape to make purchasing more
efficient.

Despite this public relations disaster, Pentagon officials have been
defending the practice.

They say the idea should not be judged only by the instances of fraud.

But Congressmen are fuming.

There are no controls, no responsibilities, and no accountability

One Senator said issuing credit cards to almost two million Pentagon
employees was like giving people the keys to the federal treasury.

Congress is expected to take up the issue on Monday - when sparks are
sure to fly.
