Dems Trying to Prop Up Embattled Congressman Condit or Successor

SACRAMENTO; State Senate Democrats drawing new congressional districts are
trying to fashion a seat that embattled Rep. Gary Condit or another
Democratic candidate can win next year.
"We are trying to make it as Democratic as we can. ... We are building a
seat for a Democrat," Sen. Don Perata, chairman of the Senate elections
committee, said Monday.
But a spokesman for Assembly Democrats, Kam Kuwata, said lawmakers in that
house aren't trying to bolster Condit's chances in the congressional
districts they're drafting.
Condit, a conservative Democrat who has represented a Modesto area district
for 12 years, was considered a shoo-in for re-election until he became
linked to missing Washington, D.C., intern Chandra Levy.
A police source says Condit confirmed during a third interview with
officers that he had an affair with Levy, who vanished from her Washington
apartment on May 1.
Investigators say Condit is not a suspect in Levy's disappearance, but he
has been criticized for not immediately disclosing the nature of their
relationship to police and for not speaking with constituents about the
situation.
Three newspapers in Condit's district have called for his resignation, but
aides say he plans to run for re-election in 2002.
ABC will broadcast an interview with Condit on Thursday, his first on the
Levy case.
Democrats have a 46-to-39-percent edge over Republicans in Condit's 18th
Congressional District, which takes in a chunk of California's huge Central
Valley farm belt.
But the district's voters are ticket splitters. While Condit got more than
67 percent of the district's votes last year in his race, President Bush
carried the district with nearly 53 percent.
It was Bush's best showing in a California congressional district
represented by a Democrat and it was a bigger share of the vote than Bush
got in several districts represented by Republicans.
One way to make Condit's district safer from a Republican challenge would
be to pull it to the north and include at least part of the Democratic
stronghold of Stockton, which is currently represented by Rep. Richard
Pombo, R-Tracy.
Legislators are required to redraw legislative and congressional districts
to reflect population changes revealed by last year's federal census.
Perata and Assembly Speaker Robert Hertzberg, D-Van Nuys, say they plan to
unveil proposed district lines next week.
Both leaders say they are trying to reach bipartisan agreements with
Republicans that would head off a GOP attempt to get voters to overturn the
plans.
Much of the conflict over the plans could come between the two houses
instead of the two parties because term limits have many lawmakers looking
for places where they can run for Congress or the other house of the
Legislature.
