Israel Raids Palestinian Buildings

JERUSALEM (AP) - Israeli forces fired missiles Saturday at three separate Palestinian 
security targets in the
Gaza Strip, injuring 12 Palestinians and damaging buildings, witnesses and officials 
said.

The raids, carried out with helicopters and ground-based missile launchers, sent 
panicked people running into
the streets and black plumes of smoke in the sky. The 12 injured Palestinians included 
at least five
policemen, the Palestinians said.

Israel's military did not comment immediately. In previous raids, Israel has said it 
targeted Palestinian
security forces because they have not acted to prevent bombings and shootings against 
Israelis.

Israeli helicopters sent missiles into a Palestinian security compound in Gaza City, 
and also hit a security
position in the Nusseirat refugee camp just outside the city, witnesses said.

The Israeli forces also fired ground-to-ground missiles that slammed into a police 
station in Rafah, a town at
the southern end of Gaza, on the border with Egypt.

In other violence in Gaza, two Palestinians were killed early Saturday in a clash 
between Israeli tanks and
Palestinian gunmen at Khan Younis in the central Gaza Strip, the Palestinian Health 
Ministry said.

The United States has called for a quick round of Mideast truce talks. But Israeli 
Prime Minister Ariel Sharon
is insisting that Palestinian leader Yasser Arafat first take action against militants.

Arafat and Israeli Foreign Minister Shimon Peres have been trying to arrange a meeting 
for weeks, and there
was a tentative agreement to hold talks Sunday in the Gaza Strip.

But that now appears off, and Sharon's aides are saying the Palestinian leader has 
done nothing to rein in
Islamic militants and members of his own security forces who have participated in 
attacks on Israelis.

Sharon has compared Arafat to Osama bin Laden, the Saudi millionaire named as a prime 
suspect in the terror
attacks in the United States.

``Arafat has not stopped being a bin Laden,'' Sharon spokesman Raanan Gissin said 
Friday.


The United States, meanwhile, wants to calm tensions in the Middle East as its seeks 
to build a broad
coalition, including Arab countries, against Islamic extremists.

The United States is Israel's leading ally, and many Arab states are upset with U.S. 
policy in the region,
believing the Americans should take a tougher line with Israel in the current Mideast 
conflict.

If the Israeli-Palestinian fighting rages on, Arab states may be less inclined to 
cooperate with the United
States and its attempts to build a coalition.

Following the terror attacks in the United States, Israel believes it will now receive 
greater international
understanding for its hard-hitting responses to bombings and shooting attacks against 
Israeli civilians.

 However, if Israel seems reluctant to hold truce talks with the Palestinians, that 
could cause friction
between the United States and Israel.

Gen. Shaul Mofaz, chief of staff of the Israeli military, said he believed there would 
be ``a new world order
in the struggle against terrorism.''

``As far as I can tell there will be an international linking of arms, led by the 
United States, in the war
against terrorism wherever it is to be found,'' he told Israel radio.

President Bush called Sharon on Friday and urged him to support truce talks, said 
White House spokesman Sean
McCormack.

Peres, a veteran peacemaker, has pushed for a series of meetings with Arafat, but 
Sharon has been hesitant,
saying he does not believe Arafat is sincere.

The Palestinians, meanwhile, say Israel is stepping up military actions at a time when 
international attention
is focused on the terror attacks in United States.

Israel staged several incursions into Palestinian territory this past week, saying it 
was acting against
militants. Such Israeli moves have been widely criticized in the past, but provoked 
little international
reaction this time
