Karen Hughes told the press around 12:45 pdt on 9/11 that FEMA had been
invoked. Soon afterward ISP's were presented with carnivore and "under law"
they installed them. There was no appeal to a court. FEMA has been
implemented on a war time scale. Boy George had just made FEMA the
anti-terroist power overlord a few months ago.
