  It says, among others things:   "Backers of the Anti-Terrorism Act argue
the bill is not aimed at teenage hackers. "  Okay, then specify in the
legislation what it will be used for, otherwise forget it.  The drug war
property confiscation laws weren't "aimed at" ranchers and others, but look
what happened?
