Presidency, Bill Clinton designated the U.S. Attorney
General as the Lead Official for Emergency Response...
regarding a use or threatened use of a weapon of mass
destruction or related materials." With his Order,
Clinton transferred the authority and responsibility
for Emergency Response from the Department of Defense
to the Department of Justice. This was a topic of
considerable discussion by members of this List at
that time. Clinton's Order was suspicious because of
its timing and because it appeared to make no sense.
Why issue this Order when both he and Janet Reno had
less than 3 months left in Office? Why take the
responsibility for managing "Emergency Responses"
to "weapons of mass destruction" away from the
Dept. of Defense, which is equipped and trained to
deal with such emergencies? Why transfer this
authority to a Department of lawyers and
paper-pushers? Perhaps now we can discern why Clinton
ordered this transfer of power.
The Attorney General is a political appointee.
The Officer Corps of the U.S. Military is not.
Janet Reno repeatedly demonstrated she would do her
master's bidding,without regard to the laws and
the Constitution of The United States.
And now a "weapon of mass destruction" (anthrax)
has created an "emergency" in this country.
And now comes Ashcroft.
Even greater powers are being conferred upon him.
All of this....in preparation for what?
