In and of itself, not necessesarily a bad thing from some standpoints ? (tho' the risk of settling local petty revenge 'jobs' could present a problem)
I would predict that acountability would be made obscure (particularly when 'operators' were posted outwith their home areas) with many such 'volunteer' assassins being reported "lost" or "mising" in action as a result ? Opportunities for both economic savings in penal institution costs and covert social engineering present themselves in this call too. Thinks ?...
