Particularly in the 1950s and '60's the US government provided training under the Office of Public Safety program to countries in Asia and Latin America whose police forces were known to torture. Moreover, there is evidence that the U.S. government, particularly the CIA ...and military advisors, offered support and training specifically for torture. In 1973, Senator Abourezk sponsored a bill that abolished the OPS program for these reasons, since the highest recipients of OPS support were also the countries that Amnesty International identified as the greatest human rights violations. In the 1980's similar questions were raised about U.S. programs in other countries to control narcotics trafficking. In other words, the old training was now repackaged. However, even more broadly than that, most torture equipment such as electric stun guns is manufactured in the U.S. and England.
