What it appears to mean is that 2000 years ago, some original "Jews" stayed in Palestine (or at least escaped the Roman's dispersal) and their descendants became "Palestinians." Most of the present day Israeli Jews are recent European arrivals (or their offspring) who colonized Palestine in 1948 and displaced the original Jews aka Palestinians. What is most interesting is that since so many Jews were brought back to Rome as slaves and eventually were absorbed into the general Italian population, probably Italians have a better "claim" to possess Israel tben the non Itlalian Europeans who founded their colony in 1948.
