Briefly, in the intergalactic war which has been waged in this part of the universe for 13 million years, Earth is a prized possession. It is the last of the 4 water planets in this solar system to survive this war. They are the good guys who assist the evolution of developing cultures; some look human, some do not. Yes, we are being watched, but the Earth humans involved are being used by others. Humans are not omnipresent enough to do much beside spread false religion through the use of fear.
