-Caveat Lector- If a person has been innoculated against the flu then it is almost impossible for them to be carriers of the strain because they have built up an immunity and thus their body fights off any viruses they might come in contact with. They are unlikely to infect others, compared to someone with an active case of the flu, coughing and sneezing.
However, it would not be too difficult to come up with a new flu strain each year (perhaps the one chosen for the vaccine?) and then 'distribute' the virus in the appropriate areas, such as Asia where the population density is the greatest and thus most efficient at spreading the virus.
