AGAIN :: PA/PLO, HAMAS STRIKE DEAL :: ARAFAT SHOWS TRUE FACE :: NEWSWEEK-MSNBC REWRITES HISTORY :: EU TO FUND PLO OPERATIONS :: FRENCH ANTI-SEMITISM INCREASING :: ISRAEL PREPARES FOR ARGENTINEAN ALIYAH :: UN SUPPORTS ESTABLISHMENT OF MIDDLE EAST MONITORING MECHANISM: Resuming its emergency special session on Israeli actions in "Palestinian territories", the United Nations General Assembly Thursday voted in support of the establishment of a monitoring mechanism for the region. Adopting the first part of the resolution by a vote of 124 in favor to 6 against, with 25 abstentions, the Assembly encouraged all concerned to start the "comprehensive and immediate" implementation of the Sharm el-Sheikh Fact-finding Committee report's recommendations. Headed by former United States Senator George Mitchell, the committee published its report in May, 2001, calling for an end to the violence, the implementation of confidence building measures, and the resumption of negotiations. The resolution condemned all acts of terror, particularly those targeting civilians, as well as all extrajudicial executions, excessive use of force, and widespread destruction of properties. It also noted the "essential role of the Palestinian Authority, which remains the indispensable and legitimate party for peace and needs to be preserved fully." The second part of the resolution, adopted by a vote of 133 in favor to 4 against, with 16 abstentions, concentrates on the Fourth Geneva Convention, which covers the protection of civilians during wartime. The Assembly expressed full support for the Declaration adopted by the Conference of the treaty's High Contracting Parties and called on the UN, its agencies, members and observers, to observe the Declaration. The text of the resolution is essentially the same as the draft resolution rejected by the Security Council last week. The Council's draft was defeated by a vote of 12 in favor with two abstentions (Norway and the United Kingdom) with the United States exercising its veto power. Earlier meetings of the Assembly in its tenth emergency special session on this issue took place in 1997 (when the Assembly met in special session on the issue twice), in 1998, in 1999 and in 2000. At those meetings, it adopted six resolutions on "Illegal Israeli actions in 'occupied' East Jerusalem and the rest of the 'occupied' Palestinian territory". (In the General Assembly vetoes are not allowed; however, the resolutions are not legally binding, and therefore do not have the clout of Security Council resolutions which are legally binding.) ............................ :: MOSLEMS CONTINUE TEMPLE MOUNT DESTRUCTION: The Moslem Waqf [the Islamic 'authority' on the Temple Mount] renewed its illegal construction works on the Temple Mount this week in a major way. Trucks brought in the materials, earth was moved from the eastern part of the Mount to the northern part, and tiling of a section on the northern part has begun. The Committee for the Prevention of the Destruction of Temple Mount Antiquities says it has aerial photos documenting the progress of the work. The Committee says the police fabricated a report this week to the effect that the arriving truckloads were for the purpose of repairing an area damaged by a burst pipe. In addition, the Committee published a sharp proclamation against Prime Minister Sharon this week, explaining that the Waqf's cleaning of the holy site's underground caverns continues, with the purpose of filling them with "holy water" from Mecca. This will upgrade the status of the Temple Mount in Moslem eyes, giving it a "sanctity" almost as great as that of Mecca. The Prime Minister continues to ignore these facts, states the Committee. ............................ :: BUSH DELAYS EMBASSY MOVE ... AGAIN: US President George W. Bush has put off for another six months moving the US embassy in Israel to Jerusalem, while reiterating his commitment to do so in the future, the White House said Monday. Bush, in a memorandum to Secretary of State Colin Powell dated 14 December, cites "national security interests" for the decision to waive portions of the 1995 Jerusalem Embassy Act. According to the Act, passed overwhelmingly by Congress, the US Embassy in Tel Aviv was to have been moved to Jerusalem by May 1999, a step that would acknowledge Israel's right to the city. Former president Bill Clinton repeatedly postponed the decision, using the same built-in authority under the legislation. On 12 June 2001 Bush also used the waiver to delay moving the embassy. The problem is that the relocation of the embassy was one of George W. Bush's major campaign promises: "But something will happen when I'm president: as soon as I take office I will begin the process of moving the US ambassador to the city Israel has chosen as its capital" (remarks made before the American Israel Public Affairs Committee, 22 May 2000). The same remarks were made before the B'nai B'rith International Convention 2000 (Washington, DC, 28 August 2000) and in response to the American Jewish Committee's Election 2000 Questionnaire (October 2000). Of the 170 countries in the world with which the US has diplomatic ties, Israel is the only one in which the American Embassy is not located in the host country's capital. ............................ :: PA/PLO, HAMAS STRIKE DEAL: A senior Hamas leader will not be arrested by the Palestinian Police under a deal reached between Hamas and Palestinian factions spearheaded by Yasser Arafat's Fatah group, a Palestinian political source said Saturday. Abdel-Aziz Rantisi will be confined to his house and will not give interviews to the media under the agreement reached by Palestinian factions late Friday, the source said. The meeting took place in the home of Hamas Spiritual leader Ahmed Yassin who was also placed under house arrest a few weeks ago, following clashes between policemen and his followers. Meanwhile, spokesmen for the political branch of Hamas announced Friday that it had asked its military arm to cease attacks within pre-1967 Israel as well as mortar attacks on Jewish communities in Gush Katif. This means that Hamas will continue its terrorism against Israelis living in Judea, Samaria, and Gaza [Yesha] and its shooting attacks at IDF bases there. Headlines around the world such as "Hamas Calls Off Suicide Bombings" (AP) and "Hamas Vows to End Suicide Attacks" (CNN) left the misleading impression that Hamas had decided upon a total ceasefire - when in fact the Hamas call refers only to pre-1967 Israel, and is not a "decision" but rather a "call" upon Hamas terrorists to cease their attacks. ............................ :: ARAFAT SHOWS TRUE FACE: PLO leader Yasser Arafat sounded a belligerent note during a speech in Ram'Allah. In a sharp departure from his call Sunday for Palestinians to halt attacks on Israel, Arafat said Tuesday that all Palestinians are martyrs who will "sacrifice ourselves for our holy places." Arafat also told the crowd that the Palestinian people "are prepared to give 70 of our martyrs for every martyr of theirs in this campaign, because this is our holy land." In response, the crowd chanted, "One million martyrs are already marching to Jerusalem." Despite Arafat's call for war, PM Sharon instructed the head of the Shin Bet security service to hold contacts with Palestinian counterparts to prevent terrorist attacks. In another story, Arafat is accusing the Israeli Mossad (foreign intelligence service) of carrying out the 17 October 2001 assassination of Israeli Tourism Minister Rechavam Ze'evi. Arab terrorists from the Islamic Jihad organization shot Ze'evi dead that morning as he returned from breakfast to his Jerusalem hotel room. ............................ :: NEWSWEEK-MSNBC REWRITES HISTORY: The complicated history of the Arab-Israeli conflict is difficult to transmit in a short newsbyte. Yet NEWSWEEK-MSNBC recently attempted to encapsulate the personal histories of Yasir Arafat and Ariel Sharon in side-by-side chronologies. The result is a lot of bias packed into 100 words. The article can be found on their Web site at: <http://www.msnbc.com/news/669794.asp#BODY>. NEWSWEEK-MSNBC describes Arafat simply as a "revolutionary," a "civil engineer," and a trailblazing diplomat who was the first to be accorded special status at the United Nations. Yet nowhere is Arafat described as a founder of a terrorist organization, nor is there any mention of his connection to terror acts. In truth, that is Arafat's greatest claim to fame. He invented modern terrorism, and trained and served as a model for dozens of other terrorist organizations. Arafat's Fatah and PLO were responsible for thousands of deaths, airplane hijackings, bombings, mass murders -- and some of the most infamous terrorist outrages including the execution of American and Belgian diplomats, the Munich Olympics massacre, the Achilles Lauro hijacking, and mass murder attacks on civilians in Lod Airport, Ma'alot, Kiryat Shemone and more. NEWSWEEK-MSNBC further mentions that the PLO was "created to liberate Palestine." In fact, when Arafat joined the PLO in 1964, the Yesha was fully in Arab hands, and the PLO's primary goal (as expressly stated in its covenant) was the annihilation of Israel. By contrast, how does NEWSWEEK-MSNBC describe Ariel Sharon? Sharon is "aggressive" and "ruthless." He headed "Israel's invasion of Lebanon that kills 2,000 Palestinian refugees." Is there really such a direct correlation between Sharon and the slaughter of Palestinians, as NEWSWEEK-MSNBC implies? NEWSWEEK-MSNBC should recall that TIME MAGAZINE got into legal hot water for making similar allegations against Sharon. In truth, an official Israeli commission of inquiry absolved Sharon of direct responsibility for the deaths of refugees in Sabra and Shatilla. And Lebanese who served as agents of Syria at the time have recently admitted that Sharon and Israel were "set up" by Syria. Further, NEWSWEEK-MSNBC asserts that Sharon visited "Al Aqsa Mosque, sparking the second Palestinian intifada." In fact, Sharon never visited the Al Aqsa Mosque; he toured the Temple Mount, but the mosques were not part of his visit. Furthermore, it is now common knowledge that Arafat planned his new war prior to Sharon's visit, as AL-AYYAM, the Palestinian Authority daily newspaper reported (December 6, 2000): "Speaking at a symposium in Gaza, Palestinian Minister of Communications Imad el-Falouji confirmed that the Palestinian Authority had began preparations for the outbreak of the current intifada from the moment the Camp David talks concluded, this in accordance with instructions given by Chairman Arafat himself." The EU has been bankrolling the majority of the PA/PLO's budget for more than a year after the authority experienced a sharp drop in income due to reduced economic activities and the amount of taxes collected along with Israel's freezing funds owed to the PA/PLO. The EU also announced it will donate 10 million euros [$8.9 million] to Palestinian towns. Israel, meanwhile, has charged that EU funds are being used to finance PLO attacks against the Jewish state. A senior Israeli intelligence source said tens of millions of dollars are being sent by the EU directly to Arafat. The source said Arafat uses the money to pay his security forces to launch or aid in attacks against Israel. The Israeli intelligence source said Israel has raised the EU funding with European officials. The source said Saudi Arabia and other Gulf Arab allies have provided the lion's share of funding meant to continue the insurgency against Israel. ............................ :: FRENCH ANTI-SEMITISM INCREASING: The diplomatic career of French Ambassador to Britain Daniel Bernard was said to be in jeopardy Wednesday, after he was quoted as having referred to Israel as "that [expletive] little country" which threatens world peace. The undiplomatic remarks were made at a private gathering at the London home of Lord Black of Crossharbour, chairman of THE JERUSALEM POST's parent company Hollinger Inc. They were referred to - anonymously - in a column published in the DAILY TELEGRAPH on Monday by Black's wife, Barbara Amiel. In her column Amiel lamented that anti-Semitism has become a respectable sentiment at London dinner tables. Bernard's spokesman Yves Charpentier said Bernard cannot remember the reference. Meanwhile, a mere nine percent of French people sympathize with the Israeli position in the Middle East crisis, as opposed to 19 percent who side with the Palestinians, an opinion poll published Tuesday showed. Forty-nine percent of those questioned said they feared that anti-semitism was on the rise in France. In a related story, AGENCE FRANCE PRESSE reported that thousands of protestors took part in an anti-Israel demonstration in Paris Wednesday. The French news agency reports that it was the largest such demonstration in several years. Many participants raised PLO flags and called PM Sharon and Zionists "murderers". The demonstration was organized and sponsored by the France-Palestine Solidarity Organization, the Human Rights League, the Anti-Racism Movement, the Communist and Green parties, workers unions and organizations of the extreme left. ............................ :: ISRAEL PREPARES FOR ARGENTINEAN ALIYAH: The Jewish Agency is making emergency preparations to help Argentinean Jewry immigrate to Israel, in wake of the economic devastation and accompanying rioting there. The Argentine government is facing default on about $97 billion of outstanding debt, and at least three Jewish-owned banks are reported to have collapsed. To meet the demand for Aliyah [Jewish immigration to Israel] services, all vacations for Jewish Agency employees in Argentina have been canceled, and the Aliyah offices are open until midnight. The Jewish population in Argentina is estimated at 200,000, and the number of Jews who have applied to immigrate to Israel in the past few days has jumped notably. Knesset Aliyah Committee Chairman Tzvi Hendel (National Union) called for an emergency operation to bring the Argentine Jewish community to Israel.
