International finance in the 90s became totally linked to computers.  
Certain jurisdictions such as Cayman Islands act as financial havens 
where billions are tucked away for safe keeping.

Additionally, organised crime is increasingly international and links 
between crime groups are deepening and broadening.  You might call it 
globalisation.  Remember that organised crime is certainly a small 
group meeting in secret which may use murder to defend its interests; 
seems like a good candidate for a 'conspiracy'.

Perhaps you have ideas about the Federal Reserve and US banks as part 
of a conspiracy - or you might have read The Creature from Jekyll 
Island.  Maybe legitimate banks are a conspiracy maybe not.  But I 
argue that offshore banks purpose is to hide vast sums of cash and 
help rich people cheat on their taxes and avoid regulation and
