Subject: Kucinich Does it Again

Once again Rep. Dennis Kucinich (D-OH) has placed himself squarely at
the courageous end of the political spectrum -- this time by calling for a
ban on space-based mind-control and/or mood-altering weapons.

A reported spectrum of sophisticated electronic weaponry, including
illness-inducing and mind-altering systems that can be deployed at a
distance, has long been dismissed by the mainstream media as "wild
conspiracy theory," and has therefore never been adequately investigated.
However, reports of these technologies have been stubbornly surfacing for at
least the past decade, and are all too familar to those who have managed to
scratch the surface of (or have actively challenged) certain covert,
black-budget
government projects and government-industry "partnerships."

The following article was published by the Federation of American
Scientists in its latest edition of *Secrecy News*, a publication of its
Project
on Government Secrecy. The article as a whole is interesting and important
quite apart from the question of exotic weaponry.

BILL WOULD BAN SPACE-BASED MIND CONTROL WEAPONS


Rep. Dennis Kucinich (D-OH) introduced a bill in the House of

Representatives late last year that would ban weapons in space.  But

while there have been many similar legislative initiatives in the past,

Rep. Kucinich's bill is distinguished by its unusually expansive

definition of "weapons."


Among the weapons that it would proscribe the new measure includes

"psychotronic" devices that are "directed at individual persons or

targeted populations for the purpose of ... mood management, or mind

control."


No explanation for this peculiar proposal was immediately available.

introduced on October 2, may be found here:

The Kucinich bill was hailed by Citizens Against Human Rights Abuse, one

of a number of organizations of people who say they are victims of

government experimentation involving electromagnetic and other

The bill has been referred to three House Committees.
