}}}>Begin (10:00) Israel demolishes homes of Beduin IDF soldiers January, 17 2002 About 100 northern Negev Beduin residents are demonstrating at the Shoket junction outside Beersheba at this hour. The demonstrators are protesting the demolition of homes built illegally in the Al-Atrash tribe's community. The government does not recognize many of this village. A number of the homes demolished by authorities were owned by IDF soldiers, Army Radio reported. United Arab List faction leader MK Taleb a-Sanaa and leaders of regional Beduin councils are participating in the demonstration. A-Sanaa is calling on Beduin youth to refrain from joining the army. Israeli Beduin are not subject to the mandatory draft but many young men volunteer for military service. One officer and three soldiers from the IDF's Beduin Desert Patrol Battalion were killed by Palestinian terrorists last week while defending their southern Israel outpost. The army values the Beduin soldiers' skills as trackers, and has praised their role during the past 16 months of fighting, specifically citing efforts to prevent terrorists from crossing the border from the Gaza Strip. Over 250,000 Israelis are out of work, and government officials expect this number to rise steadily during the coming year. Unemployment figures have risen from 8.7% in November 2000 to their current level, with a continuous 0.2% increase each month since July 2001. A record 204,563 (seasonally adjusted) jobseekers registered with the Labor and Social Affairs Ministry's Employment Service last month, 5,225 more than in the previous month, representing a sharp 2.6% increase from November to December. "This is one of the toughest periods our nation has been going through," Labor and Social Affairs Minister Shlomo Benizri said, noting that 49,995 Israelis joined the ranks of the unemployed in 2001. "With the exception of 1997, which was an abnormal year for unemployment statistics, 2001 saw the highest rise in unemployment figures ever," he said. Economic policymakers are particularly worried about the 29% increase in jobseekers since the start of January 2001. "But as January was an extraordinary month, we should look at the December-to-December change, which showed a rise of over 36,000 jobseekers, still a very difficult number to accept," Benizri added. Due to the global hi-tech crisis, the number of college graduates seeking work skyrocketed by 35%, reaching 23,700 by December's end, compared to the corresponding month in 2000. On a monthly average, the number of unemployed college graduates has risen by 2.9%, higher than any other sector. They currently account for some 20% of all jobseekers. According to Benizri, the gloomy figures include a 22.5% rise in the number of people applying for supplementary income after losing their eligibility for unemployment benefits, which expire after six consecutive months of collecting unemployment compensation. An additional 59,014 of this group registered with the Employment Service nationwide this past year. "The main problem we are dealing with right now is reducing our dependence on foreign workers," Benizri said, noting that the proportion of foreign laborers has reached 10% of the local civilian work force. "It is shameful that Israel is No. 2 on the list of [Western] countries with the highest proportions of foreign workers," he said. Switzerland is in first place, with some 19% of its workforce made up of non-Swiss citizens. Despite a coalition of government agencies trying to lower the number of illegal workers, official Labor and Social Affairs Ministry figures show a 2,300 rise in the number of permits issued for these laborers last month. Some 98,000 permits were granted in December, up from 95,700 the month before. Once again, Arab and Beduin localities had the highest rate of joblessness. At the end of December, 15 "unemployment hubs" reported 10% or more unemployed inhabitants. Deir Hana topped the list at 14.3%, followed by Ein Mahal with 14.2%, and Kafr Manda at 14%. Yeroham had the highest rate of unemployment of any Jewish town with 10.2%, followed by Dimona at 10%. Both are Negev development towns. Among large cities, Haifa reported 6.1% unemployed. Latest figures for Ashkelon were not available, but nearing the end of 2001, it was the largest city on the list of unemployment hubs, with 12.7% unemployed.
