1}}}>Begin Friday January 18 6:40 PM ET Dengue Outbreak Hits Rio, Kills at Least One RIO DE JANEIRO, Brazil (Reuters) - At least one person has died in Rio de Janeiro of hemorrhagic dengue fever amid an outbreak of the mosquito-borne viral disease following heavy rains in Brazil the past month, authorities said on Friday. Among the nearly 1,000 people infected in Rio, more than 30 living in the metropolitan area of the Brazilian (news - web sites) tourist mecca had contracted the potentially deadly hemorrhagic strain, a spokeswoman for the Rio municipal health secretariat told Reuters. Doctors were investigating three more ``suspicious'' deaths that could have resulted from dengue. State health authorities confirmed about 1,800 cases of dengue statewide, but said the outbreak was not yet considered an epidemic. Medical officials said heavy downpours in many regions of Brazil over the past month had significantly raised the risk of outbreaks. The disease is transmitted by mosquitoes that breed in stagnant water. The first fatal victim of dengue was a 28-year-old woman from Rio's sprawling hillside Rocinha shantytown, where public sanitation is practically nonexistent. But authorities have complained that even Rio dwellers living in better-off areas were doing nothing to combat the disease, letting standing water in their courtyards and around their homes become stagnant breeding grounds for mosquitos. Brazil's central states of Goias and Minas Gerais, and southern Mato Grosso do Sul also had a high number of dengue cases, officials said. The National Health Foundation said dengue had been on the rise recently, with the number of overall cases rising to 391,000 last year from 240,000 in 2000, while the number of hemorrhagic cases skyrocketed to 675 from 51. Twenty-eight people died from dengue last year after three died in 2000. There is no cure or vaccine for the disease, but patients can be given follow-up treatment to avoid complications, especially for hemorrhagic dengue, which is caused by repeated infection with the weaker strain of the virus. Cars with powerful sprays were being used in many areas to apply insecticide, and health inspectors searched some neighborhoods for sources of the epidemic. The government planned to spend nearly $200 million to combat dengue this year in a bid to slash the number of cases by half. Echoing a speech by President Fidel Castro (news - web sites) two days ago, state media and government officials on Sunday hammered away at the need for Cubans to clean the streets and allow fumigation of their homes to minimize the spread of the disease. A viral infection transmitted by mosquitoes, dengue fever is marked by high fever, rash and head, muscle and joint pain. Its most dangerous form, hemorrhagic dengue fever, can cause internal bleeding and death. ``War To The Death!'' said state daily Juventud Rebelde in a barrage of official information about the mosquitoes which transmit the disease. That contrasted with the official silence since Cubans began talking about cases 6 months ago. State-run media said the epidemic was concentrated in Havana, although cases had been reported as of January 1 in 95 of the Caribbean nation's 165 municipalities. The last national outbreak of dengue was in 1981, killing 158 people. More recently, there was a local outbreak in the eastern city of Santiago de Cuba in 1997, but the new appearance of dengue appears more serious, given the national attention being given to it and anecdotal evidence on the streets of Havana. ``There is no alternative; the campaign has to be successful,'' Castro said, adding that most of the dengue in the country was of the milder, classic variety, though some cases had evolved into the potentially fatal hemorrhaging dengue. He presided at a ceremony in Havana on Friday night declaring ``war'' against the insects and launching fumigation brigades made up of thousands of construction and other workers. ``I have been hearing about more and more hemorrhaging cases over the last few weeks,'' an employee at a Havana hospital said. ``If Fidel is getting involved, you know the situation is serious.'' In Havana, bulldozers could be seen over the weekend clearing rubble and garbage from streets as two-man fumigation teams misted homes to kill the insects.
