-Caveat Lector- Your point about "The General Welfare" is well taken, and I realize that US Savings Bonds do benefit ordinary people rather than the big banks. The basic point that I was trying to express is that these budget priorities are harmful to many Americans, skewed away from the concerns of many Americans, and shortsighted.
