Enron developments on Tuesday:

–Committees in both the House and Senate decide to subpoena former Enron
Chairman Kenneth Lay to appear next week to tell what he knew of Enron's
complex financial dealings. Lay is expected to keep his silence and plead
the Fifth Amendment.

–President Bush calls the Enron scandal "a business problem" that can be
handled by the Justice Department as congressional Democrats press their
argument for a special prosecutor to investigate Enron and possible ties
to his administration.

–The Justice Department says it sees no reason to appoint a special counsel
because "no person involved in pursuing this investigation has any conflict
or any ties that would require a recusal."

–An Enron board member, testifying before a House subcommittee, describes
how Enron used special partnerships to allow a small group of executives to
reap tens of millions of dollars while hiding Enron's losses and debt.
"It's a pure example of corporate greed," said Rep. Ed Whitfield, R-Ky.

–Lawmakers grill the head of Enron's former accounting firm and question
why auditors did not challenge Enron's questionable transactions. "You
have squandered the integrity of your company," Rep. Gary Ackerman bluntly
told Joseph Berardino, chief executive of Arthur Andersen, the accounting
firm.

–Former Enron employees describe their financial ruin after their retirement
savings all but vanished when Enron's stock became virtually worthless.
"This isn't right," Deborah Perrotta told a Senate committee as she wept
while relating the loss of $40,000 in savings.

–Lawmakers express disbelief that Lay did not know of the questionable
transactions involving his company. If he didn't, said Sen. Peter
Fitzgerald, R-Ill., Lay may have been "the most out-to-lunch CEO in
America."

–A Connecticut agency votes to subpoena documents from Arthur Andersen,
the first issued to the accounting firm by any state regulatory board in
connection with the Enron bankruptcy.

–The Houston Astros asked the judge overseeing Enron's bankruptcy to decide
if the baseball team must continue its naming and license agreement with
the company for Enron Field.

WINOKUR AND DYNCORP & Powers/Winokur Report:

As Federal investigations swirl around Winokur and other board members,
doubt has been raised about the viability of independent investigation,
given Enron's enormous political clout, Winokur's leading role in the
company that manages information systems for many of the investigative
agencies raises a special set of concerns.

Winokur owes much of his wealth to his role in reconstructing Dyncorp,
one of the Federal government's largest private contractors. He is a
former Dyncorp chairman and remains a director of the company. At
present, Dyncorp manages e-mail and information systems for the
Department of Justice, the Securities and Exchange Commission and
the Federal Bureau of Investigations.
Investigators are reportedly concerned that Dyncorp's control of agency
information systems could compromise their investigations of Winokur
