-Caveat Lector- Breaking news here all afternoon and into the evening today: a man with a gun (a weapon variously described as 'a rifle', 'a long rifle', or a 'machine gun'), was seen by two separate people in the parking garage of the Connecticut state Legislative Office Building (LOB) sometime after 1 p.m. Shortly after these people had reported what they had seen, the parking garage, the LOB and the adjacent Capitol Building were put into what the authorities described as "lock down mode"...
Today was the first day of the new state legislative session; the guv had just finished giving his "State of the State" address (where he told the visiting mayors of all of the major cities in the state who just happened to be in attendance that a good portion of their usual funding from the state will not be available this year due to the poor state of the the state's finances), a few people had managed to leave before the lockdown, but everyone else was kept inside. Because it was the first day of the new session, not only were all the representatives in attendence (in addition to the guv), but most of the mayors of any city of any size in the state, plus dozens and dozens of lobbyists (who, it was reported, were delighted with finding themselves with a 'captive' audience)... About a half hour after the initial 'lockdown', the denizens of the LOB were ordered to move to the Capitol Building via the underground tunnel that connects the 2 buildings; everyone had to display their badges as they entered the Capitol Building (the badges are a recent thing, part of the local 'Homeland Security' measures inacted after 9/11)...authorities then proceeded to search the large LOB and the parking garage... Interstate 84 goes right by the capital, so the capital exit was shut down, as were all the streets immediately surrounding the state capital (and indeed they remain so as I write this at 6:20 p.m.)... Also adjacent to the parking garage is the State Armory building, which houses the state National Guard; for some reason this building was not put into lockdown until sometime after 4 p.m., some 3 hours after the initial sighting of the elusive gunman... State authorities offered assurances to the local media reporters that they had immediately determined that the gunman had nothing to do with the National Guard next door... Around 4:30 p.m. some of the state workers were let out of their captivity in the Capitol Building, but only those who were parked in outdoor lots a mile or more away; workers who thought themselves lucky to get a space in the parking garage today are now kicking themselves, as they are still being kept 'in lockdown' as the police -- Capitol Police, State Police, and local city of Hartford Police -- continue to search the 5-level garage which contains some 1100 cars... Only one TV station in the state has a traffic helicopter, and when it arrived on the scene it started broadcasting images of the police as they searched the top level of the open-air parking garage; shortly after that they were ordered NOT to broadcast images from the helicopter, in the name of 'security'... Rumor has it that the cops are popping locks on the trunks of cars, and perhaps they didn't want that being shown... So as the matter stands, more than 5 hours have elapsed since the initial reports of a mysterious gunman in the parking garage of the Connecticut Legislative Office Building in Hartford; no one has seen any suspicious person since the initial reports; the capital exit off of I-84 remains closed, as do the streets immediately surrounding the State Armory, LOB, parking garage, and Capitol Building. But lucky for the Bushnell Theater just down the street, it is just outside of the cordoned off area; it is currently putting on a production of "Phantom of the Opera", and today there was a student matinee...meaning that a bunch of schoolkids were bussed in from a suburban town to attend the afternoon performance. They arrived just as the gunman was initially seen and reported; but the performance went on, and the authorities have not explained why they needed to ban a local TV station from broadcasting from its traffic copter in the name of security, but for some reason they didn't even send a lone patrolman to keep a lookout at the theater... It seems to me a theater full of school kids would have made a perfect hostage situation for the mysterious gunman... Oh well, a spokeswoman for the theater told a local reporter that the kids enjoyed the performance and left for home without a hitch...then made it a point to state that anyone holding tickets for tonite's performance of "Phantom" should plan on still attending, albeit allowing more time to get to the theater, as the most convenient exit off of I-84 remains closed as do most of the streets that would be taken to get to the theater... In other words, just a block down the street there is a cordoned-off area patrolled not only by Capitol, State, and local police, but also being guarded by the State Police air patrol in the sky, who are still operating under the assumption that the Phantom Gunman is somewhere in the LOB or it's parking garage -- but for some reason it's considered safe to go see the Phantom Operaman on the next block... And if the Phantom of the Opera isn't your cup of tea, we were also assured that tonite's Billy Joel/Elton John concert will go on as scheduled at the Hartford Civic Center, which is only a few blocks away from the 'lockdown' area...
