The new Campbell Government of BC is trying to follow a neo-con philosophy
which seems "made in america". It is the most extreme of any government
from across Canada. Is the bottom line that of returning us to a
dog-eat-dog society? If so that is a neo-fascist agenda by another name
and it is anti-civilization. There was no civility, ie no civilization in
the First Reich (the original fascists) throwing their enemies to the
lions in the Arena while proclaiming its architectural splendour as an
example of "civilization".

Dear Community Living Society and Premier Campbell:

Last night local tv news presented a clip on a CLS-led protest at the
now-closed Woodlands Institution. Since I worked as a psychologist at
Woodlands in the 70's and 80's, I have a continuing interest in the
well-being of former patients. Sometimes I see former patients walking
down the street in Vancouver and although I am glad they are freer people,
living in a more enriched environment now, I am also concerned that they
will receive the proper amenities to sustain life and health in the
community.

The Ingram List has raised the issue of "duty to provide the necessaries
of life" which is Section 215 of the Criminal Code of Canada. Over the
decade I worked at Woodlands, no administrator would have deprived
patients of the necessities of life under any conditions as that would
have been a criminal offense. My questions now apply to former patients of
Woodlands, Riverview and any other institution for the mentally and
physically handicapped or to former patients from any kind of hospital.

(1) When patients are released into the community under the Campbell
Administration does Section 215 of the Criminal Code of Canada continue to
apply?

(2) If it does not, could you please be specific as to when you believe
your administration is legally entitled to deprive former patients of the
necessities for life and health?

I think all Canadians would like to know if your administration is going
to define the limits of the "right to life, liberty and security of
the person" in this country. The clause in quotes is from the
Charter/Constitution.
