You clearly have little knowledge of the military. Generals absolutely love soldiers willing to die and go on suicide missions. The only reason states provide "training and equipment" is because it usually makes army more militarily effective so they can kill more of the enemy. Unfortunately for generals,few soldiers are willing to die for them unless they are so desperate they consider suicide a more attractive proposition then their day to day existence.
