Sounds like the beginnings of the US of the rest of the A's to me. My guess would be that the New World order (i.e., or at least of the 'New World') is likely to encompass at least the oil rich lands of the Continental Americas (N and South). I think it unlikely that useful border-policing cooperation can occur if only one side of each neighbouring country is agreed upon. Having shifted historically from just a few, to today's 52 states, I would predict the trend continuing to include the other continental 'states' below and above the current northerly & southerly borders. Maybe the new US flag(s) will need more than a few additional stars !! Such might complete the first of three or four world divisions (the others being Europe (with or without the Africas) and some type of panAsia). This might be preferable to attempting alliances with just the 'oil-laden' bits in the middle of otherwise unwelcoming terrain.
