Friends:

Below is the final resolution passed by Amnesty International USA at
their national convention on April 20.

Georgina Shanley, Roger Goodman, Dan Merkle and Vivian McPeak (and
their troops) deserve special applause for working the convention
aggressively to get this overwhelmingly passed. Mikki Norris, Chris
Conrad and Virginia Resner’s human rights display had a big impact
and various materials of reform organizations were passed out to all
the delegates (among them Drug War Facts).

Bravo to an excellent effort.

THE WAGING OF A WAR ON ILLEGAL DRUGS, KNOWN AS THE WAR ON DRUGS, AND
ITS EFFECT ON HUMAN RIGHTS AND ENVIRONMENTAL INTEGRITY

Resolution passed overwhelmingly.

WHEREAS Amnesty International contributes to the observance
throughout the world of human rights as set out in the Universal
Declaration of Human Rights; and

WHEREAS the declaration of war on the issue of illegal drugs has
created a burgeoning domestic prison population and increased numbers
of displaced persons in Latin America. The US government’s increase
in military aid and training to governments, including but not
limited to Colombia, has contributed to the manufacturing, marketing
and exportation of types of weapons and devices used in torture. It
has justified interference in targeted economies with concurrent
degradation of the environment and an overall diminution of human
rights in those countries and the USA;

THEREFORE BE IT RESOLVED THAT Amnesty International immediately
recognize the correlation between this war and human rights abuses
within and outside the U.S.A.

BE IT FURTHER resolved that at the next ICM, the AIUSA delegation ask
the ICM to call for research to be done to identify AI’s position on
the war on drugs because of its resultant human rights violations.

*The MAJORITY of the 2 MILLION U.S. prisoners are incarcerated due to
the DRUG WAR! The Drug-War Industrial Complex. This is calculated by
adding together prisoners who have committed drug crimes (24%),
drug-related crimes (such as robbing to get money for drugs that are
expensive because of the drug war), drug trade crimes, drug-related
parole violations, etc.. The USA has 5% of the world's population and
25% (2 million) of the world's 8 MILLION prisoners. As of the year
2000 the USA again has the world's highest incarceration rate! It is
5 to 17 times higher than all other Western (long democratic
traditions) nations. The US rate is almost 4 times higher than in
1980 at the time of Reagan's election, and almost 5 times higher than
in 1971 when Nixon declared a "war on drugs." 6.5 million adults, or
1 in 32 adults in the USA, or 3.1% of U.S. adults, were under
correctional supervision (in jail, in prison, on probation, or on
