BSE MOUNTAIN SCANDAL WORSE AFTER 5 YEARS

A MOUNTAIN of rotting "mad cow" waste is still piling up in secret
dumps - more than five years after the Daily Mirror warned of the dangers.
The number of BSE dumps has increased from 10 to 15 and more of the potentially
deadly waste is stored than in 1997.
It will cost �120million to clear the backlog and take at least two years.
But experts say the present system of burning the waste at four incinerators is
useless.
A total of 113 people have died from new variant CJD, the human form of mad cow
disease, and more are expected to die.
Professor Richard Lacey, former head of microbiology at Leeds University, told the
Mirror: "The only safe way to burn the waste is underground. Otherwise the
emissions from incinerators may be spreading the infectivity and the BSE protein
can get back into the food chain.
"Also, how do we know the waste is being stored securely at the dumps and there is
always the danger of spillage during transport to the incinerators."
In 1997 the Mirror revealed that there were 10 secret dumps storing 174,000 tons of
the potentially dangerous MBM (meat and bone meal) waste - the remains of
1.3million cattle.
We managed to get into one of the stores - at Woodbury Salterton near Exeter -
where the stinking dust, with bits of bone sticking out and insects crawling through
it,
was piled 30ft to the roof.
The remains of cattle slaughtered to combat the disease are now stored at Preston
and Longton, Lancs, Widnes in Cheshire, Prescot on Merseyside, Barton Heath and
Blyton, Lincs, Woodbury Salterton and Wrangaton, Devon, and Wymington, Beds.
Scotland has two dumps and Northern Ireland four.
Every day fleets of 25-ton lorries criss-cross the country carrying the stinking,
hazardous loads to the incinerators at Glanford in north Lincolnshire, Widnes,
Wymington and Southampton.
Burning costs are estimated to top �61million with another �60million going on
storage since 1996. Fortunes are being made.
Mike Hocking who rents out four sheds at Wrangaton said: "When I signed the
contract in 1996 it was only expected to last two years, but the Ministry have just
rented out the space for another two years."
The Rural Payments Agency said: "We have reached our target of incinerating 60
per cent of the waste by March 2002, when we had got rid of 446,885 tons. There is
still 240,945 tons at 15 sites.
"Every week we are eating into the stockpile. We are on target to get rid of the
backlog by the end of 2004, by which time we will only be incinerating the arisings
from new slaughter."
