-Caveat Lector- Non Jews can vote in Israel. They can and do hold office at every level of govt.
Unfortunately indeed Israel suffers from the same problem that dogs all parliamentary democracies - too much power in the hands of swing minorities. Now - when Arafat talks about Palestine I hear him mention churches and mosques, but never synagogues.
