Psychological Operations (PsyOps) against the American People. Acclimatizing Americans 
to accept a military police state and to get local police to accept the authority of 
federal police power in violation of the Posse Comitatus Act.  Note even the CIA is 
involved.

Pentagon Holds Huge War Exercise

SUFFOLK, Va. -- It's the year 2007 and a rogue military commander has staged a coup in 
an earthquake-stricken nation of the Middle East.

That's the hypothetical scenario 13,500 men and women of the Army, Navy, Air Force and 
Marines are reacting to in the largest exercise in U.S. military history -- an event 
aimed at planning for warfighting of the future.

"It will not only test the effectiveness of the force, but also the progress we have 
made thus far in transforming" the U.S. military to a force that can "meet the threats 
and the challenges of the 21st century," Secretary of Defense Donald H. Rumsfeld said 
Monday after a morning of briefings on the event.

Called "Millennium Challenge," the exercise is based on a real-world military threat 
in a country on which the military has realistic data, officials said, declining to 
name the country.

Forces are doing live training maneuvers at nine locations, including off the coast of 
San Diego and at bases in Southern California and Nevada, and computer simulations in 
17 locations.

In Victorville, Calif., special forces will help Marines destroy a hypothetical 
weapons of mass destruction site at the former George Air Force Base. Marines also 
will engage in a 96-hour urban combat exercise there.

The exercise is "important to future battlefield successes" because it will help 
coordinate work of the four services into "a force that is interoperable ... agile, 
lethal" and capitalizes on the information revolution and new technologies, Rumsfeld 
told a press conference at the U.S. Joint Forces Command warfighting center in Suffolk.

The exercise was mandated by Congress, which will use it to judge progress being made 
in the military's transformation into a lighter and quicker force more geared to 
today's threats.

Two years of planning have gone into determining how the military might respond to 
what officials called a small-scale situation with the potential to escalate into a 
major war.

It is set in 2007 to factor in not only technology but other changes likely to be in 
place by then, including stronger cooperation between the military and other 
government agencies.

The exercise includes officials from the departments of State and Energy as well as 
the CIA and U.S. Agency for International Development.
