250,000 Palestinian children are denied access to schools

About a quarter of a million Palestinian children in the West Bank are
prevented from attending school, UNICEF special representative in the
region, Pierre Poupard, said yesterday.

"Right now, the Israeli military is preventing thousands of Palestinian
children and teachers from attending school," Poupard said. "A generation
of Palestinian children is being denied their right to an education."

In a statement issued yesterday, Poupard said that for the past month,
more than 226,000 school children out of one million in the West Bank,
and 9,300 teachers are denied access to their schools.

In addition, at least 580 schools have been closed due to IDF curfews,
closures and home confinement, mainly in the Nablus, Jenin, Tul Karm
and Hebron areas.

The movement restrictions require setting up an alternative schooling
system, and many Palestinian children are now tutored at home by their
parents or gather in makeshift classrooms, such as mosques, basements
and alleways, the statement said.

It cautioned, however, that the quality of home education cannot be
assessed
or assured. As an occupying power, Israel has an obligation to ensure
education
is available to every Palestinian child, in accordance with the 4th Geneva
Convention and the UN Convention on the Rights of the Child, according to
the statement.

It said the curfew and mobility restrictions must be lifted at least during
school
hours.

The statement also stresses the economic plight afflicting more than
300,000
school children in the West Bank, calling on the donor states to increase
their material aid to these Palestinian families.

UNICEF is currently implementing a back-to-school campaign to ensure that
the poorest Palestinian children can stay in school.

The campaign, which supports over 14,000 children, includes providing
school uniforms and school bags - expenses that often keep poor children
out of the classroom.
