Money for Iraqi war 'held up by Treasury'

Preparations for the deployment of British troops
and equipment to the Gulf for a campaign against Iraq are being seriously hampered by 
the
Treasury's refusal to provide funding, defence sources said yesterday.

Senior officers fear that, with the protracted negotiations over a United Nations 
resolution
on weapons inspectors dragging on, British forces will not be ready in time for an 
invasion
of Iraq.

The Ministry of Defence is in "intense discussions" with the Treasury in an attempt to 
get
guarantees of money in advance for the cost of deploying tanks, vehicles and stores to 
the
Gulf.

"The whole thing is being held up by the Treasury," one defence source said. "We're 
having
trouble getting them to give us any leeway at all.

"The bean-counters are plotting out what they think is a likely deployment and how 
much it
will cost and then saying, 'This is all you can have'. The boys in charge are saying, 
'You
must be joking. What about this, what about that?' It's causing an absolute riot."

The lack of money for preparations has added to the difficulties caused by the slow 
pace of
an agreement over the UN resolution.

Senior sources said earlier that they were expecting a decision to deploy by the end 
of the
month.

That would allow them to have everything ready for an invasion at the end of January or
beginning of February.

That is the best time for operations. Any later and conditions would be too hot for 
troops in
chemical, biological, radiological and nuclear suits to protect them against weapons 
of mass
destruction.

The Royal Navy and RAF have fewer problems in deploying to the Gulf.
