One long-time analyst of crime data suggested that the diversion of police to anti-terrorism tasks after September 11 left the public somewhat less guarded from routine crime. The FBI's Uniform Crime Report is based on reporting from more than 17,000 law enforcement agencies across the US. According to the annual study, serious crimes rose 2.1 per cent to 11.8 million in 2001. There were 15,980 murders, up 2.5 per cent, 422,921 robberies, up 3.7 per cent, and 907,219 aggravated assaults, down 0.5 per cent. Rape rose by less than 1 per cent to 90,491. Other categories of crime, including property crimes, burglaries, larceny thefts and car thefts, were up by as much as 5.7 per cent. The figures released on Monday did not include the September 11 attacks. Floyd Feeney, a University of California law professor, thought that police attention after September 11 was directed away from traditional duties, and that may have left the public less protected. "In some ways ... the surprise may be that there wasn't a greater increase in crime," he said. The percentage of crime that was committed in the final months of 2001 appeared to be higher than in earlier years, according to a month-by-month breakdown of the FBI's crime index totals, Professor Feeney said. Other experts said crime may be increasing because the downturn in the economy may have caused local police jurisdictions to cut their budgets.
